The story spans 70 years, beginning in1963, with a woman's decision to undergo ECT after losing her son to a freak wave on Margate beach. Over the ensuing decades, floods, insurrection and the'Clags' - the destructive obese, ruled by the vast and inimitable Claudia Shell - create an unrecognisable town. In the wake the Great Storm of 2016, a small psychic community develops on the top of the hill (Coolton Ascent), overlooking the unfortunate townsfolk. Led by charismatic Sonjia and mysterious 'Glastonbury', the community enjoys the plunder and riches from recent catastrophe, while the denizens below continue to endure abject poverty in airless box like houses. Other communities are borne of the great floods: the New Dutch travel from the lowlands to colonise the English coast. Here, they build their beautiful ships, redolent of 16 century barques - the punishment for anyone daring to trespass into their strange, arcane world, harking back to those days, too.Soon, with the encouragement of their brutal captain, Tor, the town is using old hulks as prisons - places of terror for those sent there to serve their time and learn the old ways.
